Keeping the beer away from the homeless & drunks

The Washington State Liquor Control Board is considering banning the sale of 34 beers and wines on Capitol Hill, Chinatown/International District, the Central Area and University District. I just don't feel like this is the right solution to any problem. This isn't going to stop the homelessness or public drunkeness.
