"In Washington, strengths include a low prevalence of smoking, a low percentage of children in poverty, a low infant mortality rate and a low rate of preventable hospitalizations. The state dramatically decreased childhood poverty rates, moving from 21st to fourth since last year, according to the report, and also improved childhood immunization rates, moving from 42nd to 37th.
